Plan and Authorize Your Project Launch and Distribution
Milestone 12 froze the approved canonical version and assembled the release package. Milestone 13 decides where, when and how that package will reach its intended audience—and whether every dependency is ready before launch authority is granted.
1. Define the launch objective
State what this launch must accomplish for the project and audience. The objective may be access, awareness, sales, enrolment, listening, reading, participation, client delivery or evidence collection. Choose one primary result and the few supporting signals needed to judge whether the launch functioned as intended.
2. Choose channels by function

3. Map requirements and dependencies
Document every platform submission, technical specification, account permission, payment setting, rights confirmation, metadata field, delivery link, inventory requirement, collaborator approval and deadline. A launch date is not ready while a critical dependency remains assumed.
4. Build the launch sequence
Separate preparation, submission, verification, announcement, live monitoring and stabilization. Include platform processing time and the difference between uploading, approving, publishing and becoming publicly accessible. Assign owners and confirmation evidence for each step.
5. Prepare audience communications
Create the minimum complete message set: what the project is, who it serves, why it matters, where to access it, what action to take and what to expect next. Adapt the message to each channel without changing the central promise or canonical project facts.
6. Confirm measurement and support
Test links, forms, checkout, downloads, embeds, playback, email delivery, analytics events and support routes before launch. Define the first-response owner, escalation path and acceptable recovery time for material failures.
7. Make a go/no-go decision
Use a recorded decision: go, go with accepted limitations, delay, narrow the launch, change the channel or stop. Record the approved package version, launch window, authority, unresolved risks and rollback conditions.
Completion standard
Milestone 13 is complete when the launch objective, audience, channels, sequence, dependencies, communications, measurement, support and rollback conditions are documented; critical tests have passed; and an authorized go/no-go decision has been recorded.
