Cyrus the Great & the Cyrus Cylinder: What It Says—and What It Does Not Say About the Jews

The Cyrus Cylinder records Babylonian temple restoration after 539 BCE but does not name Jerusalem or the Jews. Compare it carefully with Ezra and Isaiah 45.

Cyrus changes the imperial order

Cyrus II conquers Babylon in 539 BCE. Biblical texts remember him unusually positively: Ezra credits him with permitting the rebuilding of YHWH’s house in Jerusalem, while Isaiah 45 famously calls Cyrus YHWH’s “anointed” in connection with conquest and restoration.

What the Cyrus Cylinder actually says

The Cyrus Cylinder is a Babylonian royal inscription produced after Cyrus captured Babylon. It presents Cyrus through traditional Babylonian theology, credits Marduk with choosing him, condemns Nabonidus and describes the restoration of cult statues and sanctuaries to various places.

The surviving text does not name Jerusalem, Judah or the Jewish people. It should therefore not be quoted as if it contained the decree of Ezra 1. Its value is broader: it demonstrates a Persian imperial policy and propaganda of restoring sanctuaries and displaced cults that fits the larger world in which Ezra’s restoration tradition is set.

Not the first human-rights charter

The British Museum explicitly warns that calling the cylinder a “charter of human rights” projects a modern concept onto an ancient royal inscription. Cyrus could be comparatively restorative while still being an imperial conqueror using political theology to legitimize rule.

What does “anointed” mean in Isaiah 45?

The Hebrew mashiach can designate someone consecrated or appointed for a role. Isaiah’s use for a non-Israelite Persian ruler is remarkable, but it does not make Cyrus “Jesus before Jesus.” Christian or modern political comparisons that call another ruler a “Cyrus” are later analogies and must be evaluated as interpretation.
